• Proctor, Rutland Town boards OK staff raises at schools

    PROCTOR — School support staff in Proctor and Rutland Town will receive 3-percent annual salary increases during the next two years.

    By a unanimous vote Tuesday night, the Proctor School Board voted to ratify the agreement for the district’s 25 support staff. It was ratified in Rutland Town the day before. It has yet to be ratified in West Rutland.

    “I think it’s a pretty good agreement between us and the staff,” said Board Chairman Lloyd Hughes, who also served on a negotiation committee with board members from Rutland Town and West Rutland.

    The three school districts comprise the Rutland Central Supervisory Union. Under the terms of Act 153, which promotes consolidation of services within a supervisory union, the three districts worked together for the first time to create a uniform contract for all 66 support staff members across the three districts.

    “It was accomplished in response to the Act 153 requirement for joint board negotiations in supervisory unions and follows our successful negotiations of a four-year joint agreement with teachers,” Debra Taylor, superintendent of the Rutland Central Supervisory Union, said of the agreement reached with teachers in 2012.

    “Our joint board negotiations committee works well together and I appreciate their time and effort,” she said. “I would also like to thank our support staff association.”

    That association, which represents school staff who aren’t teachers, ratified the agreement earlier this month.

    Proctor’s ratification came one day after the Rutland Town School Board voted to approve the contract for its 19 support staff. The West Rutland School Board will vote on the agreement for its 19 support staff at its next meeting July 15.

    The contract — which goes into effect immediately and expires in 2015 — gives support staff 3-percent salary increases for the next two years. Those raises will go into effect July 1. There is no change to support staff’s benefit packages.

    While the three districts worked together to reach common contract terms, it is up to each district to ratify or reject the agreement. Hypothetically, if the West Rutland School Board voted to reject the agreement, it would not affect support staff in Proctor or Rutland Town.
